Recently, Kementrian tenaga kerja Indonesia (Ministry of Labor) release new regulation ,Peraturan Mentri Ketenagekerjaan No 9 Tahun 2016,  about safety in working at height.

This regulation consist of 10 parts and 45 article  link

Summarize

In this regulation I can summarize as follow

1. article 1.2 Definition for height measurement is not mentioned in this regulation  (best practice still using OSHA standard 6 feet or 1.8 meter)
2. article 3. For working at height activity, shall prepare :
   1. Planning,
   2. Working Procedure,
   3. Safety Work technique ,
   4. PPE, Fall protection equipment, & Anchor, and
   5. Worker
3. article 35 Worker : Competent & have authority in Safety , consist of :
   1. Level 1 high building worker
   2. Level 2 high building worker

Penalty Analysis

• Tracking Penalty from UU no 1 1970 : Any violation maximal fined IDR 100.000 and jailed 3 month (come on,  revise this regulation) 😦
• Tracking Penalty from UU no 13 2003

  Occupational & Safety mentioned in Article 86 & 87, and the penalty describe at article 190 . The explanation only mention about administrative Penalty
